It has been confirmed that it is indeed Ultron who creates The Vision. It has been debated at length in our office and on the streets as to whether Marvel would stick to this story line or throw us into uncharted waters by having Stark be Vision’s maker, creator and controller.

Stark is not completely absolved from responsibility. He creates the Ultron Program, an artificial intelligence system tasked with monitoring the world. All is well with J.A.R.V.I.S acting as the moral compass to ensure humanity's safety from this powerful weapon - until the program becomes sentient. Developing the ability to reason Ultron determines that to obtain this objective there is only one path to peace - the human extinction. Unable to bypass the control of J.A.R.V.I.S. Ultron must destroy the controller in order to fulfill his purpose.

With his destruction of J.A.R.V.I.S. Ultron takes his remains and crafts him into The Vision - an AI that will tear The Avengers, humanity’s remaining protector, apart from the inside and emerge as the dominant species.
